Former minister José Dirceu, sentenced to eight years and ten months in prison by Operation Car Wash, has been ordered to return to prison, and is expected to turn himself in today. Vice-president Hamilton Mourão will meet with Chinese president Xi Jinping and attend a meeting aimed at increasing cooperation between both countries. The Ministry of Education confirmed the dismissal of Elmer Vicenzi, responsible for INEP, the organ in charge of preparing ENEM, the main instrument to ascend to higher education in Brazil. US president Donald Trump will present to Congress a new immigration plan based on merit, for high-skilled workers. Members of both main parties are likely to reject it, since it does not address the problem of undocumented immigrants who are already in the country. Finally, China arrested two Canadian citizens accused of espionage, in response to measures taken by the US and Canada against telecommunications giant Huawei.
Former minister José Dirceu must return to prison
Yesterday, the Federal Regional Court of the 4th Region (TRF-4) rejected an appeal by ex-minister José Dirceu, in the Operation Car Wash lawsuit in which he was sentenced to eight years and ten months in prison. Federal appellate judge Cláudia Cristofani issued an official communication determining the provisional execution of the sentence, and Curitiba’s 13th Federal Court judge Luiz Antonio Bonat issued an arrest warrant. Dirceu must turn himself in by 4 p.m. today.
Vice-president Mourão will make an official trip to China
Vice-president Hamilton Mourão will represent Brazil in an official mission to China next week. He is scheduled to meet with Chinese president Xi Jinping and represent the government in the 5th Chinese-Brazilian High-Level Coordination and Cooperation Commission, COSBAN. The Commission is the main mechanism for bilateral relations between both countries. Mourão will also visit Lebanon and Italy during his trip.
President of INEP, organ responsible for ENEM, is fired
Elmer Vicenzi was dismissed from his post as president of the National Institute for Educational Studies and Research, INEP, an organ linked to the Ministry of Education. INEP is responsible for both assessing basic and higher education nationally, and preparing ENEM, the National Exam of Upper Secondary Education, the main access instrument to ascend to higher education in Brazil. Vicenzi had been appointed on April 15th by Education minister Abraham Weintraub. No reason for his dismissal was provided.
Trump reveals new immigration plan based on merit
US president Donald Trump released a new immigration plan “based on merit”, which will give priority to high-skilled workers, instead of those who already have a family in the country. The plan does not address the issue of young undocumented workers who were brought to the US as children, and is likely to be rejected in Congress, where members of both main parties viewed it with skepticism.
After measures taken by the US against Huawei, China arrests two Canadians
After the United States announced measures against Chinese telecommunications giant Huawei, China formally announced the arrest of two Canadians who had been accused of being spies. Canadian citizens Michael Kovrig and Michael Spavor were arrested in December 2018, shortly after Canada arrested Huawei’s financial director Meng Wanzhou, at the request of the US. Both were charged with “stealing and illegally providing state secrets to foreign forces”, crimes that are punishable by the death penalty.
